Bruce was engaged in the private practice of law in Los Angeles from 1997 to 1990. In that practice, he emphasized oil and gas leasing and venture structure, producing property acquisition and sale, federal, state and local energy and environmental regulation. Represented oil and gas producers, refiners, pipeline companies, generators, field service companies, mineral interest owners, investors and bank trust officers.

He has been Regional Counsel, Federal Energy Administration (New England Region), where responsibilities included enforcement and compliance activities for oil and gas price and allocation programs; Special Assistant to the Governor of Massachusetts for Program and Policy. And General Counsel to the Massachusetts Secretary of Environmental Affairs. Responsibilities included power plant siting legislation and reorganization of all state natural resource agencies.

Following Law school, he was a member of the Ralph Nader organization where young activists, inspired by Nader's work, came to DC to help him with other projects. They came to be known as "Nader's Raiders" who, under Nader, investigated government corruption, publishing dozens of books with their results.

Bruce earned a Bachelor of Chemical Engineering at Rensselaer Polytechnic Institute in 1967 and a Juris Doctor from Boston University School of Law in 1970.

Bruce has published numerous professional articles and papers and has lectured widely on environmental, energy, legal and regulatory topics.
